1918年ニューヨーク・ブルックリンの裏町。ギャングを逮捕しようとした警官を叩きのめして顔に傷を負った青年アル・カポネは、地元のボス、フランク・イエールに認められる。翌年、イエールの友人ジョニー・トリオに請われてシカゴへ移ったカポネは、暗黒街ですぐに頭角を現す。穏健派のトリオに比べて、カポネのやり方は常に荒っぽかった。おりしも禁酒法が施行されギャングは密造酒の闇流通で莫大な利益を上げていた。商売敵を次々と銃弾で倒し、シカゴの裏の市長とまでいわれるほどに出世していく……。
