念願だったロス市警麻薬捜査課に配属された新人刑事ジェイクにとって、今日は勤務初日。彼のパートナーは数々の大物摘発で伝説となり、憧れの存在でもあるベテラン刑事アロンゾだ。やや緊張の面持ちでアロンゾと待ち合わせたジェイク。だが、のっけから唖然とさせられる。「か弱い子羊でいるか、獰猛な狼になるのか、それを選べ」。そう言うと、アロンゾは押収した麻薬をジェイクに吸わせる。意識を朦朧とさせながらアロンゾの捜査に同行するジェイク。そこで彼が見たものは職権乱用による過剰暴力、脅迫、証拠のでっちあげ、どんなモラルも通用しない犯罪捜査の最前線だった。翻弄するジェイクをよそにアロンゾの行動はエスカレートしていく。そんななか、アロンゾの昔なじみの情報屋から、ロシア人によるアロンゾ報復計画を聞き・・・。
