ソビエト連邦崩壊前のウクライナに生まれ、少年時代に家族とともにアメリカに渡ったユーリー・オルロフ（ニコラス・ケイジ）は、ニューヨークにレストランを開いた両親を手伝っていた。

ところがある時、ギャング同士の銃撃戦を目撃し、今の世の中では、食事を提供するレストランと同じように武器を供給する仕事が求められているのだと気づく。そして、弟のヴィタリーを誘い、２人で武器売買の事業に手を染める。日々弾丸が飛び交い、薬が炸裂する裏社会で天性の才覚を発揮し、世界有数の武器商人へと成長していくユーリー。

やがてギャングやテロ組織ばかりでなく、国家さえクライアントにし、成功の絶頂にまで上り詰めるのだが、そこには執拗につきまとう、インターポールのバレンタイン刑事（イーサン・ホーク）の姿があった…。
