ヒューマン・リーグのオリジナルメンバー、マーティン・ウェアとイアン・クレイグ・マーシュがグループ脱退後に、サイドプロジェクトのB.E.F. (British Electric Foundation) でヴォーカルを務めていたグレン・グレゴリーと1980年に結成したシンセポップバンド、ヘヴン17。

デビューシングル「(We Don't Need This) Fascist Groove Thang」などを収録した、ヴァージンレコードからの1981年のデビューアルバム『Penthouse And Pavement』が、最新リマスター音源にボーナストラックを追加した７インチサイズ見開きパッケージ仕様の CD２枚組デラックスエディションで Edsel / Demon レーベルよりリリースされる。

CD１にオリジナルアルバム、CD２にはシングルAB面曲、５曲のオリジナルデモ、４曲の12インチヴァージョンを収録。また８ページのブックレットにはアルバムの全歌詞とクレジットを掲載。
