長崎県波切島。喘息の療養中に両親に連れられて船釣りに出た小学生の奈緒子は、誤って海に落ちてしまう。そんな彼女を雄介の父親は助け命を落とした。
それから数年後、雄介は“日本海の疾風（かぜ）”と呼ばれる天才ランナーに育ち、奈緒子はそんな彼と偶然再会する。だが、ふたりの時間はあの事故の日以来止まったままになっていた。やがて彼らの複雑な事情を知った陸上部の西浦監督が、奈緒子をマネージャーとして迎え入れる。こうして奈緒子と雄介、高校駅伝長崎代表を目指す部員たちの忘れられない夏が始まるが……。タスキを繋ぐことで心をひとつにしていく感動の青春映画。
